Japan Orders Mass Evacuations as Tsunami Threat Persists Following Powerful Quake

TOKYO — Japanese authorities have ordered more than two million people across 229 municipalities to evacuate on Wednesday following a powerful magnitude 8.7 earthquake that struck off Russia's Kamchatka Peninsula earlier in the morning, according to NHK.

The Japan Meteorological Agency (JMA) upgraded its tsunami advisory to a warning at 9:40 a.m. local time (00:40 GMT), forecasting tsunami waves up to three meters. Tsunami waves have already been observed in several locations, including a 1.3-meter wave at Kuji Port in Iwate Prefecture, 80 cm in Nemuro, Hokkaido, and 70 cm in Ishinomaki, Miyagi. A 30 cm wave was recorded at Yokohama Port.

JMA official Kiyomoto Masashi warned that the tsunami threat may persist for over 24 hours, with multiple waves possible and unpredictable surges expected. He urged residents in coastal and riverside areas to move to higher ground and remain there despite the summer heat.

The massive quake has disrupted transport nationwide. Commuter rail services in the Tokyo area, including the Tokaido, Yokosuka, and Shonan-Shinjuku Lines, were suspended. Sendai Airport closed its runways around 9:40 a.m., grounding all flights.

The Kamchatka region has a history of seismic activity. A 1952 magnitude 9.0 quake in the same area caused devastating tsunamis as high as 10 meters, reaching both Japan and Hawaii.

Japan's government set up a crisis liaison office at 8:37 a.m. local time (23:37 GMT) to coordinate response efforts and gather information from local authorities. Officials continue to urge the public to stay away from the coast and not return until all warnings are lifted.

Residents are reminded that tsunami waves may arrive in cycles and could become more dangerous if they coincide with high tide.
